Communities First is a Welsh Government funded programme geographically targeted at tackling poverty in the 10% most deprived communities in Wales as defined by the Welsh index of multiple deprivation. There are 52 communities first areas in Wales.

The programme was originally launched in 2001. It was founded on the principle that poverty and disadvantage are created by a complex number of factors including poor educational achievement, poor housing and environments, substance misuse, local job markets and stigma and perceptions about people and places.

A team of officers are employed in each communities first area to develop and implement a local delivery plan based on need and covering three key themes of Learning, Prosperity and Health. The plan is delivered in partnership with local residents, community organisations, statutory bodies, businesses and other key agencies with a focus on long term sustainability and well being of our communities.

About us

Communities First in Merthyr Tydfil is delivered by three geographically defined clusters named North, Mid and South.

The North Cluster is hosted by the 3Gs Development Trust who are contracted by Merthyr Tydfil County Borough Council on behalf of the Welsh Government to employ staff and oversee the governance, finance and monitoring of the programme.
